Find ur state regulations regarding bad debt. That is if u owe the money. Don't pay for extra fees ect... Sounds like a collection agency is violating federal regulations and possibly your state too.
Listen if u owe the money, then talk with supervisor and get your agreement in writing. U do not want to send any money without a written agreement. Most collectors are not bad people but there are rip off people and companies out there so be careful.
They can do alot of damage to your credit than u think. It's hard to clear up messes. U do have the right to tell them to stop calling under certain conditions.

No, you won't go to jail for a bill of $230 or a higher debt, for that matter. But if you owe the debt, then the way to stop the bill collectors from contacting you is to pay what you owe.

If these are 3rd party debt collectors they must follow the Fair Debt Collection Practices Act(FDCPA). They are not allowed to threaten you with actions they can not legally take, and putting you in jail would be included in this. The link below describes the FDCPA as well as actions you can take against them if they do in fact violate it.
You need to send them a certified letter stating that they are to no longer contact you by phone. The next question is if the debt is valid or not. If you want to pay it you need to include in the letter that you will pay the debt only if they remove the collection account. This is usually refered to as a "Pay for Delete". But do not send any money to them until you have an agreement from them in writting. If this is not a valid debt, then you need to include in the letter a request for debt validation. This includes requiring them that they have the right to collect the debt, that the debt is in fact yours, and a detailed statement of what makes up the debt. Until they validate the debt they can take no actions against you.

No, we don't have debtor's prison in the US.
Do you owe the bill? Pay it. If you don't owe the bill send them a cease and desist letter telling them it's not your debt and to not contact you again.
You could sent a validation request (certified mail, return receipt) asking for proof the debt is yours and instructing them to only contact you by mail.

if you owe the bill then pay it, however bill collecters cannot threaten with jail or any of the sort. you can consult an attorney about these calls

You have to find out what company set the 'dogs' on you and work with them. If you can, otherwise I would suggest a credit counselor to see if they can work out a settlement.
