Under Michigan law, he can claim an exemption if he doesn't expect a Michigan liability but you do have to send MI-W4 in to the state. This may scare him off. See my previous note on "Tax Protesters".

If the person is single and a dependent. they're required to file a federal return if their income is over $5700. Single and not a dependent, $9350. This is the same whether or not they're a student.
