Here in Michigan, the drivers are notified well in advance before a major snowstorm even hits. Many times, there are drivers there before the snow even starts falling.
But as for the drivers who live on the secondary roads (side streets, dirt roads, etc) that aren't plowed first, if those drivers aren't already at the Road Commission garage, they usually have a truck with Four Wheel Drive (like most of the people around here) that will easily get through a traditional major snowstorm (15+ inches)
I'm not sure about other states, but I know around here the drivers aren't allowed to take the snowplows home because 1) They are county/state property. 2) It often costs more for the driver to drive it home and back than it does just to keep it at the garage.

The same question is asked about every two months.
When snow is forecast the snow plough drivers are deployed to strategic points before snow blocks the road - that is the theory anyway!!

Normally they are called in before the roads get really bad.
If not, the majority of them guys I know drive large pickup trucks with plows on the front for their personal vehicles.
Also, I've heard of a few getting picked up by a co-worker in the large city plow and taken into work.

Believe it or not, but they have snow mobiles that the company provides for them if they live within a radius of about 10 miles.

When they know there is going to be a snow storm, they're at work ready to go before the snow storm actually hits. They also lay down salt.
