First of all, check with you local kennel, shelter, pet store, or community college for basic obedience training. This will help gain control of the dog.
As for the barking, take him out frequently to a park or shopping mall, somewhere where you can sit with him, far enough away from other dogs and people so he's not in the middle of them, but where he can see them. When he's quiet, a calm praise and hand scratch. When he begins to bark, a firm "no", and distract him from the dog he is barking at and refocus his attention on you. Once he is quiet and calm, again praise and hand scratch.
Gradually, as the dog is comfortable a particular distance, move a few feet closer to the people/dogs. Keep working with the dog at a particular distance until he is comfortable, then move a little closer.
For jumping, as soon as a paw starts to leave the ground, a good firm "no", pull him back by the leash, and don't let him make physical contact with a person. Each time be begins to jump, make him sit.
Once he is sitting, if you can, ask the person he was going to jump on to approach him and pet him under the chin. This is the "nuzzling point", and is non threatening to the dog. As the person is approaching, make sure the dog is sitting. If he gets up, have the person stop and back off, and get the dog back sitting. Do not let the person approach him unless he is sitting.
The dog will learn that if he sits quietly, he will get attention. But if he jumps, the person he wants to see will not pet him. It will take a few times, but in the end it will be worth it.
And definitely check into local training classes - they works wonders in getting dogs settled in and listening.

I think that this dog really needs some obidience training. I know that here in Ohio dog training classes are about 90$ and i think that this is a pretty good price. Also I have a great dane and to stop her from jumping when she did i kneed her in her chest, a few times of that and she stopped.

Yeah, when he goes for walks, teach him to sit and stay when aproaching people,teaching a dog to sit and stay are the most important thing he can learn, it also helps for dogs they dont obey the road rules ex run after cars,dont look both ways, treats are an easy way to get what you want ex pigs ears,dried liver.This site here is a realy good one on teaching your dog things:

When it comes to reactions to other dogs, there is not much you can do now because you realy should socialize them when theyre pups,dog obedience will be a great way to teach to doggy to do as hes told and also to socialize with other dogs in a controled environtment with experts.

Take him to school if that doesn't work...get rid of him....there is always a better dog waiting for you at the pound
