With all due respect to you; your belief system; others who have a belief system; time and movement might not strictly correlate. Is "religion" fact or belief? Is Science, fact or belief that it is fact?
To believe in an omnificent entity, assumes we will always question certainly, but should never expect answers; most especially from that entity.
To believe in the Omnificence and Omnipresence of a GOD should suggest that ANY/ALL things are possible; at least for that entity. Beyond that..."TIME" is as much a CONCEPT as it is an alleged FACT. I find it sad that our species LITERALLY "Counts" our days/time. From the moment we achieve cognitive thought; we count down to an unknown end...Even those who have no belief system. WHY? What can we possibly do; in large measure; to extend what Time and Space permit, or restrict us to?
With no disrespect; even a "GOD" is a concept; for the "living"; given that PROOF doesn't strictly exist. I'm not at all suggesting there isn't such an entity in existance; I'm only stating my opinions without trying to convert anyone. I believe that is a "Right" I should be able to enjoy; that shouldn't offend anyone.
Certainly your Q is valid; within the context of the "Mystery" we all live through. I guess I wonder; what does it matter?

God does not control the future, since God wants us to improve things in the world, so the future will be brighter. So God does experiece time. God is everywhere to some extent, so it is not really movement, but shifting his focus.

One must be bound by the time continuum in order to move? What if one is outside of time? To assume it affects all things equally seems a little silly, especially considering the little that we know about time from theories like relativity.

time does pass for god. time is a part of god, just like god's power, god's consciousness, god's knowledge, god's memories, time is also part of it. because no matter how far back u go in time god is there, and so no matter how far back you find god, time is there

You are putting human characteristics to a spiritual entity. God as a spirit has no limits to what He can do.
