A starter pistol is technically NOT a firearm, but if you are in NY City, Illinois, or CA, they may nail you on some related gun charge.

It depends on where you are. If you are carrying it outside, then you can be charged with carrying an immitation weapon. Thats in NYS. In other states, you can be charged with other crimes. But yes, a starter pistol is illegal to carry.

It can be. It depends on your location. Plus, if you do brandish it, it will be treated as if it was a real firearm. Additionally, if you are carting one around and happen to be involved in an incident that results in your being searched by a cop, it will be treated the same as carrying a concealed firearm illegally.

In general yes you can be charged for having a water gun or a bb gun too depending on the state

A started pistol is still a gun and would be treated as such by the police.

Depends on where you are and what you are doing with it. If you rob a bank with it, yeah it's armed robbery, if you are driving to a swim meet and your the ref, then you have nothing to worry about.

If you have it down your shorts while walking around a supermarket your likely to be shot, if your at a sports day or the like you should be o.k.
