Good question. I know where I live, people in jail go around and do something. I see the van drive by my house. People tell me they mow yards and paint houses for the Elderly things like that. But, this like County Jail and not the State Prison. One concern would be keeping an eye on tell so they not escape. Those in County Jail may be people with DWI's/DUI's and may not be necessarily as escape prone. Those in State Prisons there are those on Drug Charges and that type charge and may not be escape prone as they may only have a year or two and go free. Those with more sever charges with a lot of time or life may have nothing to do but try to escape.
When a person is in Prison, family/friends can put money on their books so they can buy stuff from the prison store and lessen the tax burden. Some even have a co-pay for medicine. Some States do pay prisoners for working, it not much, but, if they not have family/friends, it a way to encourage them to work. Then there the talk of Privatizing Prisons and eliminating the Tax completely (I guessing).
So, now to sum all this up. With proper supervision (Which may be more tax expensive), they could do work for the environment (Plant Trees, mow freeways etc.). They could even be paid a small amount to encourage the work. I not studied much of this to know if State that pay for work or those that do not have any adverse effect on Taxes. But, it something of an idea. That could possibly work for everyone.

When people go to prison they actually do work.
They cook,
They clean,
They do the laundry,
They maintain the prisons.
Any more they actually don't just sit around all day.
Mind you you dint have to be in prison to do that do you !!!!!!!!!!!!!
As for working to restore the environment that's community service that is a non-custodial sentence just like tagging.

How about giving them the option of going over to Iraq or Afghanistan to serve on the front lines. They could serve more time than the average soldier and should they survive, get a release or a huge reduction in their sentence , depending on the nature of their crime.

That's an excellent concern, in fact in the Bible it is considered better to visit those in prison than to go partying. Meaning, God considers those unfortunates in prison also deserve attention and concern. For they are also lost souls possible for change if only they choose to consider. And coupled with most appropriate, morally, scientifically, & well tested penology systems to remodel or re-molded the erring unfortunate biased attitude citizenries---the prisoners.

Hope your concern begets international actions soonest.

In fact I know of two cities in the Philippines (Cebu City and Makati City) wherein large numbers of prisoners where being given a big break to entertain and performed in big groups of combinations of dancing, calisthenics, and in a form of physical exercises in their creative costumes in public...gym..coliseum and you will see the energy and their fantastic team work, agility , synergy and their deep intense feeling to make the public truly entertained. The applause of the public shows the deep heart happiness and inspired souls of these prisoners, men and ladies.

Same in the Philippines, there were instances some categorized prisoners where being used for road developments and quarrying...you can see it in some of its old movies. I remember they where used in colonies to plant their given portion of the land in the woods in certain island at Palawan Province (Iwahig) and Davao colony. And some after having completed their sentences choose to retain themselves in the colony with their earned families, though anytime they can go in and out. They earned good reputations in farming and re-forestrations, and animal husbandry.

IN some countries I have read and seen in documentaries, are being used as helpers in the big farms outside of prison as a chance due to good attitude and behavior after certain time of serving their sentences...

Now, in the Philippines, there is strong move and campaign by the Chief of Public Attorney's Office to give automatic pardon for humanitarian reasons to allow inmates of various prisons all over the land to enjoy free life for those reaching age 75 and above....if they are still willing to join their long aborted families, but to exclude those with heinous crimes and adjudged with perpetual sentences.

I see no reason why your concern cannot be possible. However there must be categories of crimes committed against society and the length of sentence adjudged to give justice to those victimized by these people and probably to avoid commission of another crime from the victim side.

But if only for purposes of restoring the degradation of the environment, the intent is so limited, I believe where prisoners of considerable category of crimes committed against society and of lesser years of sentence, the prisoners are better of to feel that they are still of good service to the society by giving them the chance to serve back by their physical strength and skill in public and national or federal level of appreciable return for the benefits of the society they caused themselves to seriously pay back in terms of human service, those who has enough strength to do so only.

Others, can as usually being done in the Philippines are doing handicrafts and profitable hands skilled works, the returns of which is being earned by the prisoners to add on their personal needs and extra earnings they send to their aborted families and love ones outside of prisons.

There is no reasons why various world prisoners can't be given a chance to serve back their victimized citizenry, or their country. Its a matter of proper systems and control that has to be appropriately studied and promulgated with the best interest of all concern, including the prisoners themselves.
