Generally yes, but it is hard for someone to answer the question without seeing it to tell you if it is normal. If there is discharge or swelling, then you should be worried. Also definately make sure he is not licking at the incision, that is EXTREMELY important
It is a good idea to have your pet seen for a "post-operative" exam 7 to 10 days after. My vet offers one courtesy, at no cost.

If it looks redder than it looked immediately after the surgery, he is probably scratching it or licking it. Keep an eye on him and see - can he get around the cone and lick it? Is he rubbing it on the floor or scratching with a paw? Try to see what he is doing and put a stop to it. If the redness gets worse, call the vet. It could be getting infected.

Oh he will probably still be very swollen. If it's red, it could be getting infected. Does it look like it's pussing at all? I would put some neosporin on it and put his head in a cone so he doesn't lick off the neosporin. It can't hurt.

Red is not normal. He may be licking down there. He may need to wear an E-collar over his head to keep him away from there. Call the vet tomorrow, he may have ruptured something. I suspect you'll end up putting warm compresses down there for a few days and maybe even an antibiotic cream.

I'd have the vet check him tomorrow and not wait for Wednesday. Red doesn't sound right. Usually the swelling isn't there still either. My males don't swell much, are not red, the incision is clean, doesn't drain, doesn't smell and is not red. Sounds like he needs to be seen. Is his temp over 101.5?

Yes - but think he was cut and a bit of him removed - hes bound to be a bit sore dore a few days. My dog spent a good week licking himself gingerly down there. As long as its not infected dont worry. And his licking will help to keep it clean.
Soon there will just be a flap of skin and eventually that too will disappear and he will be smooth save for his tassle.

some dogs bruise and that can last awhile but i'm not sure what you mean by "swollen down" as swollen and down are opposites. if it is not oozing, smelling badly or the dog is not bothering it too much it should be doing fine. you should be have sutures removed soon (if they were used) so you'll get a recheck.
