I have heard that there are large popualtions of Indian vegans. On here it seems most vegans live in the UK or in California.

Absolute number? I'm pretty sure it would be somewhere in the U.S, likely on the West Coast.
In terms of concentration, I think a Mahayana (Chinese or Taiwanese) Buddhist monastery would be it (or any community with orthodox Mahayana Buddhists). Theravada (Thai) Buddhists have no prohibition against meat, and even most unorthodox Mahayanas (average Joes) eat meat. I'd say over 95% of them do.
Indians are mostly lacto vegetarian, not vegan, because Hinduism has no prohibition against dairy products. It actually encourages it. Milk and butter are repeatedly mentioned in Hindu religious texts. Of course, cows were not factory farmed in those days.
Buddhists (whether meat eating or not) rarely consume dairy products because it has never been part of their culture. The exception is Tibetan Buddhists.

Portland, Oregon is often called the "Vegan Mecca". The city has a higher concentration (relative to its size & Population) of vegan restaurants and vegan options in non-vegan restaurants. Portland is also the home of Herbivore magazine, Food Fight Vegan Grocery, Scapegoat vegan tattoo shop and many other vegan businesses.
I don't know if it is true statistically, but that is my best guess.

India

I would go with Berkley, Davis, and S.F.
Those cities are all full of weirdos. S.F. wants to blow up it's own water supply. Jeezus, talk about stupid. CA is dieing for water and they want to cut off their own. You know what that means....yep, rob it from the farmers.
