This is a very simple question. The cement was a new item in the house and you were showing it more attention to it that to the cats. They checked it out and found it did them no harm. They saw that you were interested in the block so they rubbed up and down it to say I own this block now. You further showed the block attention by moving it to another room. This further proved to the cats that this object interested you and therefore they continued to rub up and down it to show you they liked the object and wanted to make it theirs. They were also leaving their scent on the object before another animal took it away from them and you.
