Should aUPCI women trim her dead ends off her hair(not cut it)?

I ask this cause we are told not to actually cut it. But is that essentially the same. Who will notice an inch or les? Any thoughts?

I would ask why you are "told" not to cut it? Find out, if you don't already know, the scriptural basis for this practice. Pray on it and ask God if He will notice.
