I dont know what you mean since you are not being specific, but I am guessing you set the task bar to 'auto-hide' itself, to undo this ...
[to find it hit windows key]
[put your cursor above the start key] and right click
select properties
[when pop-up appears] choose 'taskbar'
unclick 'autohide taskbar'
[2nd choice]
click 'ok'

If you're using Windows XP, right click on the start button, choose properties, un-check 'auto-hide the task bar'.
