Sex between an adult and a minor is a crime, it's called statuatory rape, because the minor is not considered to be legally capable of giving consent, it is assumed the minor lacks the capacity to make such a decision. The "age of consent" varies widely from venue to venue, as a rule in the USA it's 18. In some other countries it's much lower, in Sri Lanka, for instance, it is 13.
Incest between consenting adults, AFAIK, is not a crime in the USA, but there may still be some archaic laws on the books left around, but none would stand up to appeal if challenged. I'm sure it is a crime in some of the Islamic countries.
Pregnancy resulting from incestuous sex is a very negative thing, the human genome isn't very tolerant of inbreeding, chances of birth defects and congenital disease go way up, it's not really fair to bring a child into the world like that. For this reason, marriage between close blood relatives is illegal.
As for reporting it to the authorities, that's not as cut and dried as most here seem to think -- if he's being coersed and/or is distraught and/or wants it to stop, then yes, report the crime. Of course she'll likely go to jail, which may add to the psychological damage done to him, but you have to draw the line somewhere.
But the aspect of this scenario that is never discussed is the raging sex drive of a teenaged boy. Whereas teen girls almost universally go "eewww" at the mere suggestion of sex with an older man, a boy's view of older women is a different mindset.
So if they're both enjoying it, and if either would be able to say no more, and the other would respect that, calling the cops could do more damage than not. Having your mom sent to jail for doing something in private that both want to do would cause deep emotional scars; separating child from parent does as well.
Now before you give me a thumbs-down, I'm not at all saying it's a good thing, it's very irresponsible parenting, no question. I'm just saying that once the CPS wheels are in motion, they will not stop, they sometimes do more damage than good, and should not be called into involvement lightly.

If he is only 14 years old, it is not his fault, so he is not the once committing a crime. The police might have something to say to his mom though. It is likely that they would be separated and not allowed to see each-other again. It is a very hard problem for kids to deal with, and it isn't fair to make him.
Usually incest is rape, but even when both agree, it can cause all kinds of problems.

Incest is a crime. Due to the fact that he is only 14, his mom could and will go to jail or prison for this if she was to be caught. He is a minor. That is also a form of child abuse and that is illegal as well.

The mother is the one who is committing the crime and sin, she is meant to look after and protect her child not abuse him in this way. The Police and child protection agency need to be told what is happening. This could lead to this boy having very serious problems in the future.

The adult in an incestuous situation is a criminal, and should be arrested, and brought to trial! The victim should get therapy, and convinced it was NOT their fault!
The abuser should apologize to their victim, for complete healing!\
There is no sin on the victim, only the abuser!

the mother is to blaim unless her son is forcing her and she is scared but yes it is deffinatly wrong and they need prayer. I can not imagin how any one could think that is ok if she became prgnant the baby would probably be deformed.
