JEEZ...someone who owns a dog should be willing to make a monetary sacrifice when its life is at stake! Get it to a vet now! What would you do if your son or daughter got an electric shock? Refuse to call a doctor because of the medical bill? Give me a break.
Unfortunately, 20 minutes passed by the time someone posted a CPR link..let's hope it's still alive.

What happened? Did you call a vet? Is the dog ok? You know i was wonder how long it took you to type this up cause you have to start mouth to mouth right away. If not after 4 min. or so it is to late. If you would have called a vet right away he/she would have been able to tell you what to do until you got the dog there. I know you said that you didn't have the money, but in a situation like this you have to find a way to get it and like a lot of others said in a situation like this a vet will usually take the dog and bill you. I don't think a vet would ever turn you down for that. If they did then they are not a good vet anyway. imho

I hope for your sake you do not live in the UK as no payment plans are available for pets. What you can do is take him to a shelter, but as the panel has already suggested, is his heart still beating? Is he still alive.
This is a reminder to always be vigilant and make sure the dog is not bored. Push the wires out of reach. Give your dog lots of exercise so he/she does not need to look for activities in the house that are dangerous. Always put away plastic bags. They can choke a young dog who is bored to death also.
I wish you well, I have never had this type of problem to deal with. You must be terribly upset and worried, try and remain calm. Hopefully by maintaining heat in his body, and following the guidelines people have recommended, he may snap out of it.
BTW in this country, although they do not like to admit it, it is obligatory to a vet to help a sick animal. The reality unfortunately does not always work out, which is why I suggested a shelter. Anyway, if he is not awake by now, timing is everything. Keep talking to him, check the hairs in his ears. Anything that shows a sign of life.

You have to take him a vet. If he is not responding the vet is the only option. If you are going to have a dog you should have the means to pay for it.
Call the vet atleast. Most will usually setup some sort of payment plan for emergencies like this.

You have to be kidding.... First of all, you should have been smart enough to not let your dog chew on an electrical cord. And second of all, you should be even smarter than to get on to Yahoo Answers and ask such a stupid question when you should be running to the vet!

I agree call the ER vet clinic explain your situation the incident and see if they'll give you some kind of advice. In the interim listen for a heart beat, is he still breathing....

If your dog is unconscious, quickly assess whether the heart is still beating . If it has stopped, CPR hould be performed immediately. If the heart is beating but the dog is not breathing, give artificial respiration.

When your unsure of whether your pet is ok or not, monitor them closely for 24hrs..... If behavior, breathing, or other physical attributes that are not normal arise than take him to the vet....
