This question is probably stupid, but I've never done it so I might as well ask. I'm leaving the country, can I put in my carry on luggage, swisher sweet cigars?

Do not do this.
You will have luggage problems when they check you.

Cigars are considered the same kind of tobacco as cigarettes, so you should be allowed a small amount in hand luggage.
Remember that you will not be able to smoke them in airports, not even in the few places that allow the smoking of cigarettes.

Sure you can bring them - in a small amount.
Only if you´ll travel from Cuba to the States - NO!
