Curious if you could tell me about sections in Talmud that address dealing with a person who has broken Mitzvahs.

Sorry I should of said transgressions of, and further detail on transgression of different mitzvah. Various commentary of breaking various mitzvah. Maybe a deeper look as to some mitzvah that are hardest to follow. Making the foundation stronger type stuff in regards to the last.

a topic like that is likely going to be scattered around the Talmud, depending on how it relates to the subject at hand.

I dont think that there is a specific section dealing with breaking commandments.

Though you might find more-than-average information in tractate Sanhedrin.

There are many mentions of transgressions (of mitsvos) in all sections of the Talmud.

It would depend on what you mean "dealing with them". The rambam in, I believe, hilcos teshuva says that you should deal with sinners with "ropes" of love.
