There needs to be some heat in the room... then but a heavy towel, blanket.. over the cage at night as well...
during the day put them by a window to see out..

i am a bird breeder and i live in michigan and i have a large flight of parakeets that live outdoors year round but unless you are very experienced with birds dont try it as if u dont have all the right things in place u end up with dead birds as for indoors in a regular heated home your bird will be fine in his cage even without a cover as long as it isnt drafty birds can stand a good amount of cold but it cant be drafty and putting the cage in front of a window is ok only if it dosent get hit directly by the sun as in direct sun your bird can get cooked as he is in a cage and cant get away from the heat

i have have parakeets , myna birds ,lovebirds budgies cocktails they have been in my aviary for years outside so far they are very happy if you can put them out side it is best to do it about end April may so they can acclimatize them self's to our weather as long as you have got heating in the aviary in the winter they can keep warm in very cold days and nights all you after do is keep the temperatures just above freezing point and no drafts in the sleeping area.

Yes, indoors they can survive if you KEEP them warm, but let the temprature drop too much and they will die. They cannot survive outdoors.

yeah of course..mine does. we put a cover thing over his cage at night..like just a thin piece of fabric..that mostly so he doesnt chirp his head off when we are sleeping but it could help to keep him a little bit warmer i guess lol
