How does God decide, does it go on the number of prayers or how good the prayers are?

No. Power, greed, ammo and ruthlessness decides the outcome of a war.

When 2 countries go to war... Say Country A and Country B... other Countries bank accounts win or if either A or B has units on standby to do that which is stated below.

Because
- they are ones that makes the weapon for the other two to kill each other
- they are the ones that will "go in" to repair the damaged homes, buildings and infrastructure to "help" rebuild the war torn land's broken "Lives"
- and since such repairs are not for free and neither are the weapons, whoever has financial control of such entities come out the big winner! Woo Hoo... been that way in even since WW1, WW2, Ethnic Cleansing Wars, Desert Storm...etc etc etc all the way up to the days of Genghis Khan


People who just look up and pray for miracles, but do not do nothing to avoid the self created calamity in the first place are living a fool's dream. Currently millions in war torn countries, caste/sectarian biased countries and poverty stricken countries are suffering and crying out to heaven for a miracle and still God lets them die...

Why? Not because the Divine is not compassionate but that humans are given more than what they need to make their own world a better place to live in. Praying and Praying to heaven to do what is humanly possible to avoid,,, usually gets no response

If a child can walk on its own, but keeps screaming, crying and yelling to mama and papa to carry them around... how often do you think Mom and Dad will pamper that child just because of their own laziness to walk on their own?

God decides according to the immutable counsel of his will that works all things together according to his ultimate plan that will result in the final fulfillment of what He plans to happen, when He plans on it happening.

That doesn't mean that prayers are of no effect. God is able to incorporate answers to prayers in his plan because He already planned on hearing and answering them and his genius is so great that answers that would seem to thwart his objectives still come and get worked into the overall plan.

It isn't the number of prayers that count, it's who is doing the praying and what their motives are. God hears the prayers of his children that are according to his will to hear. God doesn't hear the prayers of the unrighteous unless they might be prayers asking for forgiveness accompanied with repentance. Or He might hear their prayers if they fall into the category of asking for things that fall into the category of his "common grace".

James 5:16 Confess your faults one to another, and pray one for another, that ye may be healed. The effectual fervent prayer of a righteous man availeth much.

Luke 6:35 But love your enemies, and do good, and lend, expecting nothing in return, and your reward will be great, and you will be sons of the Most High, for he is kind to the ungrateful and the evil.

When people go to war God is not listening to the prayers of either side. Jesus Christ taught that we should love God love our neighbour and love our enemies. When man wilfully disobeys God we should'nt expect him to answer our prayers.

It purely depends on the available resources, strategic planning, manpower, support of the people and military hardware.

God can only give some enthusiasm in the minds of the warriors.

No, the side that kills the most people and removes the other side's will to continue fighting wins.
In almost every war, people prayed to their God for victory, yet only one side won.
(Excepting of course the 'war on drugs', and the 'war on terror'.)
