Not generally although the shape of the coil concentrates the magnetic force somewhat. Aluminum, copper, most stainless won't improve on air. Steel, iron, nickel (?), and cobalt (?) do concentrate the magnetic force.

You can build an electromagnet with nothing but air in the middle of the coil. A coil will produce a magnetic field. The iron just helps concentrate it. So it depends on what you want to do with the "electromagnet".

All the other electromagnitisms are so weak compared to feromagnitism it would for all practicality be worthless.
