I was out at the grocery store and the bank the day before. I realized when I got home however that there was a scratch no dent but scratch as if another car tapped my bumper. It is not seriously damaged at all. How do I find witnesses? Should I even bother taking action? And if so what would happen how would I find the person that did it?

You can take action and file a report.
It may not be possible to find the person that did it.
If there are cameras in the parking lot, they may help if they captured the license plate of the suspects vehicle.

Hate to say it, but you got screwed by one of those fine people out there. Not much you can do. Filing a claim with your insurance may raise your rates. Finding a witness is probably next to impossible, and it is likely nobody even saw it. On the off chance you did find a witness, unless you got it on tape, they would probably just deny it and you'd be back at square one. How bad is it? If you have full coverage and it is bad, it may be worth it to get fixed. If its only superficial, get some rubbing compound or scratch remover (at any auto store) and try to buff it out. May remove it or lessen it to where it won't be as noticeable. Also, many car washes and body shops may be able to remove it for a reasonable rate.

1) COMMON FOR GROCERY STORE AND PARKING LOTS IN GENERAL.

2) WHEN YOU GOT HOME? TOO LATE NOW.

3) NOT SERIOUS. GET A BOTTLE OF SCRATCH REPAIR PAINT FROM DEALERSHIP. MOST WILL GIVE IT TO YOU IF YOU BOUGHT THE CAR FROM THEM.

4) WITNESSES? HIGHLY UNLIKELY. UNLESS BUMPER WAS RIPPED OFF CAR.

5) NO GO TO STEP 3 ABOVE.

6) YOU WILL NOT FIND THAT PERSON LIKE LOOKING FOR THAT NEEDLE IN THE HAYSTACK.

Yes only if The lot has cameras. Otherwise no not really. I take reports on them all the time. If you are with a company that doesnt punish you for others doing (Accident Forgiveness) than you can get it fixed and not have your rates go up so check your policy and make the report. Hope this helps.
