minors are not allowed to smoke, period. It is illegal for them to do so, ever. At least here in Ohio it is

Not exactly sure on your question but appears as though you are asking if minors, who would not be allowed to smoke elswhere, are allowed to smoke in establishments where they are employed that allow smoking. If that is the question then the answer is a big NO. There are normally seperate laws and penalties, beyond the law that prohibits minors from smoking, drinking etc, that deal specifically with establishments allowing that type of activity.
In response to the post that minors can not smoke anywhere that is not completely true. In my state at least, minors may smoke at home or elsewhere if they are in the presence of their parent or guardian. Thats right parents can allow their kids to smoke, or drink for that matter. Obviously if the child is quite young then other laws may come into play (and certainly child services) but a 16 yo drinking or smoking at home is legal. The key is they have to be with their parent some try to get away with saying they have their parents permission but it doesn't work that way.

Minors are neither allowed to smoke or possess tobacco. An employer allowing or having knowledge of it could be charged with at least aiding in the delinquency of a minor. I think most employers would just fire you on the spot and send you on your way.

MINORS ARE MINORS. A LICENSED ESTABLISHMENT CAN LOSE THEIR LICENSE FOR ALLOWING A MINOR TO SMOKE ON THE PREMISE WHETHER EMPLOYED THERE OR NOT.
