Looking for name of a pope?

I read that in the middle ages the pope ordered that all Catholics in possession of encyclopaedias should burn them or face excommunication from the church.

Does anyone know which Pope this is referring to?

Did people own encyclopedias before the printing press was invented?

Could anyone afford them?
