If her toenails are too long, she will lick them because they hurt.
If she has a burr or a thorn, or a matte of fur in between her toe pads, they hurt, and that's a possible reason.
If there is nothing wrong with her feet, and they don't hurt, she's bored and it's boredom or anxiety that's causing her to do this. I had a male maltese and he licked his toes whenever he wasn't doing anything else and for no reason. Some just do that.
If her toenails are good, and she has no mattes, burrs, or thorns, try buying her a new toy. Maybe a flavored nylabone, or somesuch for her to chew on instead of her feet.

This could be an allergy that is causing her paws to itch, and licking is her only way of being able to "scratch" the itch. Have your vet check her for allergies. I had a dog that had this same problem, and it turned out she was allergic to grass. As long as she was kept on the sidewalk or inside, she was fine, but, if she walked on our lawn, she would begin the licking again. That was a long time ago- maybe they can give dogs antihistamines now, so that they don't have those symptoms.

it is either ocd or anxiety. You need to try to engage her during these times, try to exercise her more often or ensure that you are spending time with her. If nothing changes after a few weeks, you might thing about an anti anxiety pill. It calms them down, but you don't want to medicate your dog before you have tried all the other options. good luck!!

could be one of two things:
1) she's got some sort of skin problem that's making them itch and she's trying to relieve the itching .....or...
2) she's doing this to "self comfort" because she's feeling stressed out
I'd take her to a vet to rule out the 1st option. Best of everything!

Rub her paws with something that will taste disgusting to her but not hurt her. After a few weeks she should remember that whenever she licks her paws, they taste nasty!

She might be picking up little pebbles or something that is sticking in her paws.

They may be hurting her. I would phone a vet to ask for advice.
