I almost agree with Paul Ding & Eric S! ~ Almost!
A fruit tart usually has a pastry cream or custard filling.

To make Flan caramelized syrup is poured into a cup; then the egg custard. To serve a knife is inserted loosening the custard and the whole thing is inverted on a plate with the caramel around it.

Creme Carmel is usually richer (it's French, right?) and baked in a flatter cup. A teaspoon or two of raw sugar is scattered on top and Caramelized with a torch!

Flan has the sugar on the bottom and with Creme Carmel it's on the top. Around the holidays it's occasionally decorated with Holly!

Flan is a custard with a syrup underneath it. In mexican restaurants, that syrup is caramel, although others are possible. When you invert the flan to serve it, the caramel is all over the custard.

Creme caramel is the french version of a caramel flan.

Tarts are small open-face pies, often with a fruit filling. It doesn't usually involve custard.

Paul Ding is mostly right, but if you make a baked custard in a tart shell, it becomes a custard tart. Flan and Creme Caramel are pretty much the same thing.
