Certain states allow this tax break ... KENTUCKY doesnt

If you live in a state that levies a personal property tax there's no way around it. I've lived in several states that levy those taxes and have never seen one that offered any kind of a break. Your only option would be to get rid of the car or move to a state that doesn't levy personal property taxes on motor vehicles.
