Yes they should, only we as humans do tend to do that anyway as we just stay clear of those we don't find attractive.
Occationally theirs situations where we fall in love with someone with some clear physical problems, and by our personal mental ability and development, we ignore the initial physical rejection and continue with the relationship anyway.
Why blame Hitler for what happened?
Do you honestly think those atrocities would have been possible without hundreds and thousands of others participation? Those German solders just loved raping and murdering those children and women. Sick Sick Sick truth I’m afraid.
Just one thing to consider though, they where all human, just like YOU!

Yes, have you ever walked into a Wal*mart? There seriously should be a system set up to test a person to see if they're fit enough to breed.
At the very least, maybe we could have free spay and neutering programs.

Humans should just stop breeding all together. Let another species have a crack at it for awhile. I put my money on the Cephalopods.
