Mexico does not belong to the United States of America, nor is it a South American country.

Mexico is an independent country that is part of North America. Some parts are also listed as being part of "Central America."

Another consideration, Mexico is considered to be part of Latin America - that part of the Americas where Romance languages, those derived from Latin (particularly Spanish and Portuguese), are primarily spoken.

Depends on the context of your question.Geographically speaking, Mexico belongs to the American Continent "America" (not the United States, but the Western Hemisphere). Then Regionally, it belongs to North America...(Canada, the United States and Mexico are part of North America). America is divided in Five regions : North America, Central America and South America...The Caribbean and the Pacific Islands (Galapagos ...Easter Islands).
And then there are several Cultural regions : Northern Region (Canada and the United States) ... Central America (Culturally Mexico belongs in the Central American region ...it shares a common culture...The Aztecs and the Mayans cultures lived side by side...and mostof Central America share the same culture and customs). The Caribbean and Antilles ...(Cuba, Puerto Rico, Dominican Republic ...Haiti, etc.etc.) ...The paises Bolivarianos : (Panama, Colombia, Venezuela, Ecuador) ...The Guyanas and Engflish speaking countries of Central and South America and the Caribbean. The Cono Sur : (Argentina, Chile, Paraguay and Uruguay)... and the paises andinos es (Peru and Bolivia). And Then there is Brasil ...which is distinct in language and culture and yet similar. Each of these regions have their own distinct culture and ethnicity.
Hope this answer your question.

Mexico is an independent country, it forms one of many countries of Latin America. More technically, Mexico is actually part of North America but does not form part of Central America. North America is: Canada, the U.S. Mexico and Central America (Nicaragua, Honduras, Belize, Panama, Guatemala, Costa Rica and El Salvador).

Firstly, Mexico is an independent country.
Secondly, USA is a state while South America is a portion of a continent: you can't compare them.
