I was born on December 8, 1992 and I heard that they had changed the date to get a liscence. I do know that I am still able to get my permit at 15 and1/2, but I'm wondering if I can still get my licence at age 16. Anyone have any knowledge on this?

Many states have a restricted liscense at 16 which limits when you can drive and who can be in the car

Many States are going to graduated licenses. Under this, you are required to get a permit and hold it for a certain period of time. Then you go to the next step that allows you more freedom in driving. Then you are eligible for a full license. Check your States DMV website for all the details.

depends on the state u live in...most states are 16 but u can get a temporary license at 15 and a half

Depends on your state, every state has different laws regarding age to get a permit/license. Which state are you in?
