There's no real way to answer this question. Both services (as well as the Marine Corps and Army) have excellent pilots. They both have different missions, though. If you're talking about launching air strikes from an expeditionary standpoint, then the Navy will be a bit stronger, yet with more limited resources than a fixed Air Force unit. If you want an all-out show of force (and the muscle and resources to back up the show) (and I'm being very vague with both examples here), then the Air Force would be the one to fit that job description. All-in-all, the four services have some of the best, if not "the best," pilots in the world. Although pilots of different branches may go through different training, they are trained superbly nonetheless. Many pilots from different branches even train together and learn from each other during combined exercises. If you want to go even deeper, this question would beg the question: "Are helicopter pilots better than fixed-wing pilots?" you can go on and on. They all require intelligent and "quick" persons (and I dare not say "men," because that brings up even more debate). Sorry for not being able to answer your question fully, but it should help some.

Find your use of the word best troubling and relative, think the Navy fighter pilots, peace time or war have the most demanding job of flying, (landing on a carrier deck), also during war it's not imposable a Navy fighter pilot could take off to battle then not have a landing place to come back to.

Skyhawk answered your question pretty well,ANYBODY can land or fall onto a runway 5 miles long and a 1/2 mile wide, regardless of the weather! Naval Aviators(Marine and Navy) have to do so many "Traps" a year.LANDINGS on a Carrier, both daylight and night to get their yearly Carrier "Qual's".Night landings are terrifying @ night, factor in the Deck is moving up and down,it's raining,it's COLD!The "Runway" is 650 feet long.Naval Aviators can do it all,and then return to "point Option"(their ship)and land safely!
If you just want to Fly,join the Air Farce,If you want adventure and Freinds for life, become a Naval Aviator.Try the site below.

Navy, hands down. You try landing a plane on a 300 yard run way that is moving forward, up, down, left and right, in the middle of the night in some far off ocean. The idea alone has flyboys crapping their pants.

Navy planes are adapted to carrier base and air force to land base. Both do the same job -- what ever is necessary.

NAVY For the following reason.
The Airforce pilot takes off from a 10,000 runway, performs his mission and returns to the same runway and a nice warm meal and home.
The Navy pilot takes off from a 200 foot runway, performs his mission then has to go look for his runway because it has moved.
Any one can land on a 10,000 runway but it takes training to land on a 200 foot runway.
