Well, considering the people at that time had never seen rain before, they more than likely did laugh and make fun of Noah and his family as they built the ark. It took Noah and his family between 50 and 60 years to construct the ark and gather all of the animals and food they would need. During this time, the Bible indicates he also preached to the people around him, telling them that the flood was coming. (2 Peter 2:5)
Unfortunately, the Bible also indicates that the people 'took no note'. Luke 17:26, 27 tells us they were eating and drinking, just going about their daily lives. There is a warning that goes along with this.

They thought he mad(crazy) cause the Bible says it had never rained before. Therefore, it was a foreign concept to them. They couldn't understand why it would rain. I'm not even sure why they knew what it was. Unless, they shut up long enough to let Noah explain. The Bible says everyone thought he was crazy and made fun of him, til it happened. He preached for 120 yrs. He followed God's orders exactly to the letter. Therefore, only 8 people were saved. Noah, Mrs.Noah(her only name in the Bible), Ham, Shem, Japheth, and their 3 wives.

The sad thing was that he was building it for 100 years and warning the neighbors that a flood was coming and they couldn't believe it because it had never rained before, so instead of listening to the prophet they went by their own understanding and guess what?
There are those today who use "logic" and reasoning and debate to prove they are right, and say, "where is the promise of His coming"? guess what?
