No. The War Department Insufficiency Act of 1863 allows overspending in several areas regarding the troops: Transportation, Medical Services, Clothing, are among those categories. During the Vietnam conflict, Defense Secretary Melvin Laird cited that law to a Congressional committee to justify the bombing of Cambodia. Laird said it was under the "transportation" category, because they were transporting bombs.

I sincerely hope they get the troops to come home. But with the deficit spending the current Congress does, who cares about spending another $190 billion. Bush might call back home a couple thousand troops before the election.......big deal!

No. Regardless of what funding gets passed, or who wins the next election, we're going to be a while. When was WWII over ? We're still in JApan and Germany. When was Korea over ? Ditto. We've been on a UN mission to Bosia/Kosovo for how long ?

There will have to be some kind of funding for soldiers to return. However, no funding request has been denied so far and the indications are that none will be.
