Either you have too many skills or too much education or both, and it's people's way of saying they think you are too good for them.

I can mean that you have experience that is more advanced than the job you are applying for requires. some ppl think if they hire someone that is "over qualified" they will get bored or continue looking for something better, that they are qualified for. So they would rather hire someone that will be more loyal because they can't get a better job (like if they dont' have a college education it limits the kind of job they can get).

Not hired, so they say it to be polite. If it is true they think you will quit in a short time because pay is low and work is hard.
Given a choice they would rather have someone only worth what the job pays so they can't earn more doing something else and quit.
I was a CPA and tried to get bookkeeping work in CPA firms but they said I would soon want them to pay for continuing education and a promotion, they didn't believe I wanted to be a bookkeeper.
Now I dropped my CPA license and am a bookkeeper, I prefer it but they wouldn't believe me.

You have too many skills for the job. It's a nice way of saying: we don't want you, this isn't the job for you.

I would take it to mean you're too intelligent for a brain-dead job.
