It's just posterized to maybe 3 or 4 levels. The image is rather light, but maybe this was done after the posterization.
Adjustments > Posterize [CLICK] You're done.

Posterizing, maybe two or three levels, perhaps starting with a high contrast photo.
But, if you don't have eyes of that color to start with, you may never get it "the same."

photoshop, gimp, illustrator, quark, indesign, i-photo(comes with the mac), the program that came with the camera to put on the computer (like olympus master), photo booth (also with the mac)

well it depends, you could try photoshop, or gimp(the 2 easiest and best). Or sometimes, your phone could do that type of stuff. You could try smudging or smearing it, on things like photoshop, it just depends on how much work you eant to do.

not sure......
but in the adobe illustrator CS3.... there's an effect called water color which makes the picture look as if it was painted.....
if i remember correctly
