How to set up a e-classroom?

I have to set up a e-classroom with some functions like forum,student resource,new etc. What software/hardware should I use,and why other software/hardware should not be used?

How many students? Lessons? Pay or Free? Scope, etc?

My advice is: crawl before you walk. Commercial software, like Web CT, costs thousands.

I use Skype, a webcam and a big screen TV for up to 10 students. Cost, $30 for the webcam, the TV doesn't count, I'd have got one anyway.
