It's a matter of biophysics. The female voice does deepen with puberty, but to a much lesser extent. The male voice box grows more, and fairly rapidly during puberty. As the vocal cords lenghthen, they vibrate more slowly, producing a deeper sound. (Look at a piano or harp, the bass strings are longer.) The tension on the cords are controlled by small muscle fibers. With the rapid growth there is a temporary but subtle loss of control, causing the voice to break periodically. This period lasts from 3 - 12 months after which more perfect control is regained and the now deeper voice doesn't break.
Unfortunately, there is an element of truth to the crude macho comments your question generated. Testosterone is responsible for vocal cord growth.

Most women prefer men with deeper voices and we hear that men with deeper voices also tend to father more children.
Perhaps a deeper voice tone is an indicator of masculine qualities that women unconsciously percieve as advantageous.
People who have been rescued from hostage situations by specially trained military forces, recall that amid the panic of rescue they obeyed, without question, orders which were barked to them in a very deep voice by their rescuer.
I myself have a wonderful bass timbre.

The voice box, and the vocal cords change size significantly udring puberty for men, not for women.

men goes to puberty and there is a high production of testosterone, which make the voice rougher than Ladies.

Change of hormones at puberty. Women/girls have different ones... Grow breasts and have periods which boys don't.
