Want to buy the in-laws a digital camera. Easy to use, minimum of features - they just take snapshots. I think AA or AAA batteries over recharge...they'll forget to recharge and won't be able to use camera. Image stabilization? Budget around $200. Suggestions?

if you are buying a camera.
it depends on you
but in my opinion best company is BENQ
these are on very low cost , small in size and best in result.
i have also a camera.
first i used DC1300 it was just only 80$. its result was very best. although it was only 1.2 mega pixel. but now if u want to buy then must buy only BENQ cameras. remember not forget to compare with other cameras

A great many cameras out there take AA batteries. They will just HAVE to remember and keep a set of batteries in the charger. And I mean rechargeable ones.
Consider Canon PowerShot A570, and Canon PowerShot
A550.

There are many Canons that will fit their needs- my mother is in her 80s and has a Canon Elph and my only problem with this model is that it is too small and the buttons are tiny. Get the largest display screen you can and you are right about the AA batteries. One advantage of the Canons is that they all can frame via the view finder or LCD, a plus in bright sunlight. IS might help with less than steady hands, but I don't really think this is a must, since most of their shots will be either in good light or with flash.

It must be one with a viewfinder, not just a screen at the rear. Speaking as someone in his 60s I realise our eyesight declines with age. Couple that fact with the need to hold the camera at arms length, a non-viewfinder camera is a recipe for blurry pictures. Quite honestly a cheap DSLR would be best but that's not within your budget. I doubt if you will get image stabilization either.
