Yes, as long as it has been kept refrigerated and doesn't smell bad. I would also make sure you cook it up good (don't eat it rare).
Next time you go shopping take a look at the "Sell by" or "Us by" dates on the meats of some of the real good sales and you will see why they are on sale. I recently bought two 4 lbs Angus Beef Roasts for under $10 each, because the "Use by" had 5 days left to go and they had a lot of them to sell. I cooked one up the next day and put the other one in the freezer to use at a later time.

No. In Germany it is forbidden to sell fresh ground beef or pork that is older than one day. Another thing is frozen ground beef. It will not become dangerous, but it will loose taste. If you buy frozen ground beef "best before date" you will buy less taste but not dangerous meat. (so the situation is legal situation in EU in the nearer past we had a lot of problems with meat out of date).
How it is elsewhere I don't know.

Above are correct. You can really eat Beef after the date and true it may look brown. But, the best thing to do is smell. It not smell right I throw it away. I not even give it to my Dog and most times a Cat will not eat it if it bad. You watch a cat eat. They smell first.
I do the same with milk, open, smell, drink.

Yes it should be fine, the expiration date is just a guideline it's not exact. You should look at the beef and smell it and if it all looks and smells ok then go ahead and cook it up.

I've eaten meat that's a week past it's use by date. If it smells ok and you've kept it in the fridge it's fine. Trust your senses!
