The voice of God is internal, so yes. I am an interpreter for the Deaf and I know SEVERAL Deaf people who go to church (there is a church that has special Deaf services). There is one in particular that is always correcting me if I use a bad word. LOL
Many churches now have interpreters in them. I have interpreted in Church in the past but at the moment our church has no deaf people. We are working on that though!

Yes. The spirituality of the universe is an internal voice. I used to live very close to a church that had services for the deaf, and one day out of curiosity I went to the Mass given there. The voice of God was with them, I can assure you. Go to a service like that and see.
Let me also aplogize for those who do not have the wherewithall to be respectful to your question- you did not ask about Ms. Helen Keller- your question has to do with if a child were born deaf, could that person hear the voice of God. Let me also add that you don't need to be in church to hear the voice of God.

No one can see God at any time(i meant by bodily eyes) but naturally he or she cannot hear God's voice, so what God does, He chooses a man amongst men as messenger which we say prophet of God for e.g Adam, Noah, Lot,Moses,Jesus and Muhammad (peace be upon them all) who receives the messages from at a very high frequency and translate at a wavelenght which we human can perceive,now these messages r read out to humans for there benefits.
Therefore we humans cant hear the voice of God leave aside born deaf person.

A person born deaf would not be able to hear the drivel the indoctrinated them to the concept of god. Remember we are born wothout the knowledge of anything except immediate surroundings and the short lived trauma of birth.
After that people have to be told that this mythological god exosts before they start hearing voices.
Of course, most people today who claim they are hearing strange voices are considered to be schizophrenic or otherwise unbalanced. They are them pumped full of medication to assure that the voices go away.
Either that or they are locked up where they can't do harm by spearding evil stories like those in the bible. Or threatening people with damnation, judgements and loss of "Eternal Life" (Can they absolutely guarantee this eternal life - I mean without spewing forth trash from the Bible.
Fortunately those Born deaf, will not have to endure the indoctrination and threats that come with the voice of god.

Well, of course you can. It's not a voice you really hear. It's a voice that you hear with in and feel. It's hard to describe but if you will go to a quiet place as the bible says and pray and ask God to come into your life and to allow you to hear his voice and do this everyday to build a relationship with the Lord Jesus Christ...you will be able to hear him. You must keep a relationship with him. He's like anyone else you've had a relationship with...if you don't talk to someone for awhile your relationship weakens but if you talk everyday it grows. And this is one relationship that everyone needs though tooooooooo many to lost to see the truth.

Absolutely. God is not restricted to communicating with just physically audible human voice sounds. He is the "still, small voice" ever Communing with you as a living soul. Souls resonate to the majestic melody and harmony of their Maker in Spirit and in Truth.
Yes, deaf persons can even be a voice of God to others by their written words and Godly actions.
