Ah...This "love" thing is really, really complicated. I'm not going to pretend to be an expert, because I'm far from that. I've got pretty much no experience at all in this area...
The reaction you might get from either one of those three prompts will vary. You know the girl best, so you should decide, really. Some people might get really uncomfortable if you were to tell them you loved them, and others might think it's really sweet. I guess it's all about how you conduct yourself. Don't try to be cool. It's okay if you act nervous. Approach her when she isn't busy, when her friends aren't with her; there's nothing like peer pressure to ruin a promising relationship before it could even get started. Don't try any of that love-letter crap. If it fell into the wrong hands, it could be embarrassing for both of you.
Understand, these feelings might be one sided. Don't be completely crushed if she rejects you; if your love is as strong as it should be, you should be ready and willing to keep up a good friendship with her. If you let yourself be hurt too badly, stay away from her. There's no reason to hurt her as well. If this case scenario happens, support her from the background, let her be happy.
Of course, she could love you back. And in that case, it works out great for you both.

How old are you?
1. I agree with the others, you do not tell someone with whom you are not already establish as at minimum boyfriend/girlfriend that you love them.
2. Why not just pass her a note and say circle one for yes and circle two for no after the sentence will you be my girlfriend.
How about...I really care about you and would like to see you exclusively, does that work for you?

Well I can answer this from my own personal experiences. I know how you feel because I can relate.
The answer is that the girls want security. They want to know that their man will stick up for them if anyon gave them grief. In fact, wouldn't you want your girlfriend to stick up for you and help you in times of need?
A way to get the girls and not be a bad guy about it is that you act confident, know what your talking about (but don't brag), and be funny. It's said over and over again, but girls like personalities over looks.
If there is a specific girl your after, start by being her friend. Then take it up a notch and be best friends. During this process, begin to flirt around with her, but play it off as a joke. This will show her that you want to take the relationship to a new level and she will now know she can lean on you for support, even if you don't fight her battles.

How well do you know her???
IF you are already dating, then #1 is okay.
If you are not dating, AVOID #1 until you know her better.
The I love you thing can really scare a girl and make her think you are waaaaay to intense and freak her out.
YOU can say:
I really think you are amazing. No pressure, but I really want to know: would you be my girlfriend?
You can give her a little sweet something like a single rose (with a little water plastic thingy on the end so it doesn't get dried out and the thorns clipped) OR a teeny tiny truffle box from Godiva chocolate or something. Not too much of something, or again, you will freak her out. Just a little thoughtful and nice something, not too expensive but sweet

Well, if you're not together, don't even consider no. 1. Maybe no.2, but not in an awkward way...like, "hey do you want to be my girlfriend?" out-of-the-blue. Kinda slowly but steadily lead your way into it. Say something like, "You know, we've know each other for a while and I just think you are (insert something positive)..." Make it casual so it doesn't seem like you've been practicing in front of the mirror. :)
