seeking advise as to what government agencies he should ask if the marriage is automatically considered annuled. Wife became an islam during marriage but already complicated. He wanted to move on and marry another person.

It isn't automatically annulled. There's no special "conversion to Islam" provision in either secular or Catholic canon law that gets you fast tracked.
In most societies, you would have to hire a lawyer and arrange for a divorce. In addition to that, a Catholic would have to pursue an annulment with their Catholic diocese - this would not be automatic in any way, and would have to be pursued in the normal way.

I would think that her conversion would not have anything to do with getting an annulment. Since the marriage was before her conversion, he would only have to get an annulment where the marriage was legalized. If they were married by the Catholic Church he should seek an annulment from them as well.

Of course the marriage is not automatically annulled - he will have to get divorced like anyone else - Oh no, that provides a dificulty - looks as though he's stuck with her. Should be careful who you marry.
