if you are using OE and you have two identities set up under the same user, you should be showing your folder and a shared folder in the address book. Just drag and drop the contacts you want to share to the shared folder.
If the ID is another user or another computer, then an export to a CSV file, then an import from that file will do it. Open the address book go to FILE/EXPORT/OTHER ADDRESS BOOK
then place the csv file where the other ID can get to it to do an import.

Look through all the menus in your NEW email and look for an option to import. It should ask you to enter your ID and password from your old email. This is safe, do it. Then it does the work for you.
If there's no import option, you can go to your old email, send ONE email to everyone on your contact list AND to your your new email address notifying them of that new email address. When you go to your new email and open the new note from your old email, it will include, in the header (although that header may be hidden, it will be there, I promise) all the other addresses you sent the note to. You can choose to "reply to all" on that letter and send a note saying "hi" or whatever and after you've sent it, there will be an option to add all these people to your address book.
