I think the best punctuation is none, other than the apostrophe in o'clock. commas are SO overused, and the rule of thumb is "When in doubt, leave it out"!

I know it sounds crazy...but make sure to put p.m. after the 8:00. The dinner party will begin promptly at 8:00 p.m.
