You could move around furniture, make it a bit more people friendly. Have lots of places to sit, and gather. Lots of people like to hang out in the kitchen, no matter how small. Picture all the people in your apartment and where they'll sit and hang out. good luck.

First of all, put the cats in a crate/carrier, or board them overnight.
Then decide how many people can comfortably fit into your apartment with room to mingle. Then invite your guests, a written invitation with an RSVP request would be a good idea.
Decide on your menu, I'd suggest something fairly light. Perhaps a half-dozen or so different hors d'ouvers, plus chips and dips. Add a few bottles of decent wine, and some soft music, and enjoy.
The real trick is not to get things overcrowded, and to keep your menu simple. Otherwise, there will be too many people to move around, and you will work yourself silly trying to keep food and drink available for your guests. Decide in advance if you can or will be willing to replenish food trays, or if you put everything out at one time and when it's gone, it is gone. It might also be a good idea to enlist a friend, or hire someone to act as a server to keep trays and drinks replenished. That will allow you to enjoy the party a bit more yourself.
Happy Birthday.

Maybe you could make this a come-and-go event, say from 7:00 to 10:00--or whatever is practical. If it's a come-and-go-thing people who arrive earlier will probably leave earlier to make way for later arrivals if the gets too crowded. Bottom line: Be adventurous! Let out all the stops and go for it in a big way. Small Apartment just might = Big Fun!

The biggest trick is to set up the "flow" of the room correctly. I suggest removing most of your furniture and putting the chairs against the walls. set up your food in a nice buffet style line in a place that's easy to walk to and away from. Keep is casual, have fun with it, and don't get too many types of food or drink and celebrate!
Happy birthday and have a great time!

You could get a banquet room at the local pizza parlor or Asian restaurant.
This works good because you can go home and someone else cleans up the mess:)

you can rent a place out, or like a pavillion out in a park, or have a picnic in your local park that would be cool.
Or in your apartment, remove all ur furniture in your main living room, into a bedroom, and set out chairsadn a table or something,
or just do it in a lawn or something
