Put a filtration system on the water inlet serving the village (I would put an aeration system, carbon filtration system on the water).

Air pollution can only be solved by putting engineering controls on the individual sources or equipping every villager with a respirator and cartridges.

Depending on what country you live in, you can call your government and ask them to intervene.

If not, then ask the UN to buy you a water treatment system for the village.

Plenty of text books available, but first of all, what is the pollutant? For example, the capture and treatment of a gas is different to that used for an airborne particulant. ditto for the water. Before you do anything, you must first monitor and then be able to identify and then classify the characteristics of the pollution. Then and only then can you set about treatment and then possibly reuse.
