what is the difference between these 2 conditions in terms of causes and signs/symptoms

Your question is sort of vague and taken out of context, but in general, an "acute surgical abdomen" would require immediate surgery where as no surgery is needed for the "non-surgical abdomen."

An abdomen can be acute (happening suddenly) before or after surgery. Those who are admitted with intestinal problems or appendicitis can develop ruptures, hernias, etc. related to the disease. Then there are those who have had surgery but the bowels fail to wake up or wake up too slowly requiring surgery.
