Chicken is a good bet. Very few people don't like chicken; it's a staple diet item.
(Vegetarians won't, of course; in those cases, vegetarians typically see to their child's own food. A salad and fruit slices would work.)
Buy a rotisserrie chicken from a good local place the evening before. You want to go with quality, cause the price will be under $10 in most markets. In my town, Publix has great ones. Pull the chicken, removing the skin and fat, and tear it into thin strips of white and dark meat.
Get a loaf of small white bread, like Sunbeam, and cut an 'x' across each slice so it yields 4 triangle-shaped pieces (bonus points if you decrust the bread).
Do the same with cheese slices. You could go with some variety here, but the kids would probably prefer the taste they know: American, sliced. if you're in a place where cheese is king, Cheddar and Monterey Jack would be good, but Pepper Jack may be to spicy for some palettes.
They should probably have a little lettuce to go with it. Please don't buy the pre-packaged kind. Just get a head of lettuce, and thoroughly wash it. Take off the leaves, one at a time, until a stack forms. Put down one piece of uncut bread. Cut the crusts off the bread, cutting through the lettuce, until you have a shape the same as your bread. Then just X cut it and you have little fresh lettuce leaves to put on the sandwiches.
Don't need Mayo, some may have allergies.
From a chicken ($8), 25 slices of bread ($2), 50 slices of cheese ($4), and a head of lettuce ($2), you can make 100 tasty little finger sandwiches.

I can't believe they're even allowing you to send homemade sandwiches at all, the way the school rules are these days.
How about nice cheese sandwiches with just a little bit of mustard? I think all kids like plain old Kraft American on some Wonder bread. Besides, it's cheap and easy. Make sure you cut the crusts off- I have yet to meet a 2nd grader who likes crusts on their sandwiches, LOL.
Ooh, one more idea- if you get a Halloween-themed cookie cutter (like a pumpkin or bat or something) you can cut a fun shape out of the sandwich with it once you're done making it, and then the sandwiches will be fun shapes. I saw Martha Stewart do it once.

I saw a cute little Halloween recipe book right at the register at Walmart. The picture on the front was Ghost Crescents. You stretch the crescent dough into ghostly shapes and sprinkle with mozzarella cheese. Use olives for eyes. That book probably has a lot more cute ideas--go get it! I wish I had a party to cook for.

Well why don't you make Bologna and cheese, Ham and swiss cheese, turkey with munter cheese, etc. and cut them into quarters. But some dressings on the side, like mayo and mustard.
EDIT: I know you said sandwiches, but kids love bagels, can you bring bagels with cream-cheese and butter instead?

Cream cheese with apple, pear, or pineapple jelly is good. It's also good with thinly sliced fruit like apples or pears or when sprinkled with raisins. Use a cookie cutter and make jack-o-lantern or ghost shapes of them. Of course, you could always do a giant sub with turkey, ham, and cheese. If you want to do something cooked, you could also use crescent rolls and hot dogs to make pigs-in-blanket. They're good cold, too.

I hate to say it, but most kids like bologna. I know it's gross, but that's the way it is. Honestly, I would just hit up subway and get a mixed sub platter. That way you have turkey, ham, bologna and roast beef. That way your not stuck with a whole bunch of cold cuts you don't really want. They will send little dishes of lettuce, tomatoes, pickles, mayo and mustard. This is what I did when my lovely daughter volunteered me for lunch.
