does anyone know if some one who has had a heart attack and suffers with high blood pressure should be able to get disability living allowance

In the US, only if the disease process has disabled them, that is, made them no longer physically able to work. This is quite different from their rather not wanting to work.

There are plenty of workers out there who've had heart attacks in the past, and have their blood pressure well under control lead productive lives for many years after.

only if their able to prove that they can no longer work. High blood pressure can be controlled by lifestyle changes and medication. Plenty of people have heart attacks and go back to work after a recovery period.

You have not told us country in which you want to know if this facility of disability allowance is given. Your name suggest that you are from India. No such allowance is given in India. In us under certain conditions and if the patient is completely declared disable then this allowance is given. - Please ask your question clearly-
