Astronomically speaking, northern hemisphere summer should read its maximum when the Sun is farthest north. But that is on June 21, when the warm weather is just starting. The reason is that the Earth has a high heat capacity and takes a long time to warm up. For the same reason that 3:00 in the afternoon is hotter than noon, August is always hotter than June. So they just arbitrarily use the Summer solstice on June 21 to mark the start of summer and not the middle. Kind like like using noon to mark the start of "afternoon" and not the middle.
