A virgin fly trap, yes, but once it has begun to collect food, no. Flys could be considered meat.

Eating a venus fly trap would reduce the number of insects that would be digested alive by the plants.

Vegetarians do not eat animals.

Vegan people do not eat animals or things that come from animals.

Venus fly traps fall into neither of these categories.

Anyone that wants to eat one is less than sane and it is doubtful that they are competent enough to know what veg people eat.

One why would you be eatting that plant to begin with? and Two You should be able to, it is a plant and though it eats flys that shouldn't be a problem. The vegan of Vegetarian isn't eatting the fly, just the plant.
