I believe they must be chargers for whipped cream. The cream chargers contain a gas called Nitrous Oxide that can be abused in the same way that glue or solvents are. It is an Offence to sell cream whipping chargers for the purpose of inhalation - punishable by up to 6 months jail and/or a large fine.
The risks of such misuse include narcosis, asphyxiation and potentially, death. You're quite right.

Well laughing gas is nitrous oxide and I don't know where they would have got that from... More likely it was helium used to inflate fancy baloons.. If inhaled it makes the voice go all funny and high pitched which is probably why you felt they were under the influence. Not sure what long term exposure could do,

But then most things in life can potentially be dangerous. Just ask the families of the 10s of thousands of people that die as a direct result of alcohol misuse every year in the UK alone, and alcohol is completely legal.

Doctors that give their patients laughing gas monitor their pulse, blood pressure, and respirations for a reason. Yes it can be dangerous. I think laughing gas is Nitrous Oxide. I haven't heard of filling ballons with that, but helium rather. Helium can be dangerous as well because your body needs oxygen to survive and not Helium....Helium is heavier than oxygen and you can suffocate because of it.

Laughing gas is not pure nitrogen, its nitrous oxide. Dentists used to use this to calm patients down. Used incorrectly it can be dangerous. Are you sure it was not helium that was in the balloons anaway?

In large quantities I think that it would be dangerous, as would be anything. They use 'laughing gas' to calm people down when having operations, i know for sure they use it in dentistry before they give you an injection. However, they measured it out for me so they wouldn't give me too much.
I hope this helped.
